2006 – Proposed lifestyle center at Garrett Ranch in west Hemet (Garrett Group LLC)

Garrett Ranch – Hemet

With a fast-growing population and surging retail market, it’s no real surprise that another mall has been proposed within Inland Southern California. The latest proposal calls for a 1 million square foot “lifestyle center” to be built on the northeast corner of the intersection of Florida Avenue (Highway 74) and Warren Road in west Hemet (AKA Garrett Ranch).

Scott Garrett said his father, Paul Garrett, bought the Garrett Ranch property back in the 1960s and has a desire to see the project through.

“We’ve waited a long time for the right time for this,” Scott Garrett said.

Paul Garrett, in a statement said, “My vision is that one day Garrett Ranch would be my legacy to the Hemet community.”

“We’ve been farming this property since 1960 believing that one day it would be a major part of the expanding Hemet and San Jacinto Valley communities,” he said in a statement.

Included within the 200-acre, mixed-use plan are residences, offices, restaurants, and a power center with shops the likes of Best Buy, Circuit City, and Costco, all of which would be new to the booming Hemet-San Jacinto retail market (a market currently anchored by the existing Hemet Valley Mall — often referred locally as “Hemet Small” due to its relatively small size).

If built, the regional center become the 4th outdoor lifestyle center built locally in the last few years, joining the ranks with Victoria Gardens (Rancho Cucamonga), Riverside Plaza (Riverside), and The Promenade Shops at Dos Lagos (Corona, under construction).

Developers Garrett Group LLC of Temecula has retained Chicago-based Jones Lang LaSalle to help develop the project and say groundbreaking for Garrett Ranch could come as early as Fall 2007.

(2024 Update: As of June 2024, the lifestyle center proposed for Garrett Ranch in west Hemet has yet to materialize and plans appear to have long been scrapped.)

  1. If they’re going to build the mall at Florida and Warren, what’s going to become of the Hemet Valley Mall. The school district just sold their land to the Hemet Valley Mall and in the process of clearing everything off.

    It’s difficult to say what would happen to the Hemet Valley Mall if the planned retail development at Garrett Ranch comes to fruition. Our guess is that the HVM would manage to survive, if only because it’s the immediate area’s only enclosed mall. In fact, though we do not know the current status, there indeed has been talk recently of expanding the 252,000 sq. ft. mall, which opened in 1980 with anchors Harris (now Gottschalks) and J.C. Penney. A 1998 expansion added Sears as the center’s third major anchor.
